Job Title: Human Resources Technician

Regular Position 8 hours per day

Start Date: ASAP

Reports To: Director of Human Resources
FLSA Status: Exempt

Salary Range: 58,000-64,000

JOB SUMMARY

 
This position serves as the primary support person to the Director of Human Resources ensuring effective and efficient communication, operation, processes, and systems. This position is responsible for providing direction, training, and support to the HR specialist and administrative secretary by providing training, guidance, and a full spectrum of support in performing the various HR-related duties. This person will be primary support in the recruiting and hiring process, as well as personnel-related functions

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Be familiar with or have the ability to learn and manage all of HR online and automated programs including:

  • Recruit and Hire
  • Frontline-AESOP/Performance Evaluation
  • eFinance Payroll/HRIS
  • Public School Works Safety Module
  • Teacher Standards Practices Commission (TSPC)
  • Oregon Department of Education (ODE)
  • DocuSign
  • State Accident Insurance Fund (SAIF)
  • Criminal Information Services (CRIS)

Employees in this position perform some or all of the following tasks and other related duties as assigned.

  1. Demonstrate regular and acceptable attendance and punctuality, as set forth in Board policy.
  2. Be familiar with and adhere to all relevant District Board policies, administrative regulations, and building rules.
  3. Interacts thoughtfully and courteously with students, staff, parents, and community members and resolves conflict in a professional manner.
  4. Work independently and cooperatively in teams with other staff members and students.
  5. Attends meetings.
  6. Attends in-service and workshop training; applying training to HR responsibilities.
  7. Maintains appropriate certifications and training hours, as required.
  8. Completes appropriate logs, forms, and paperwork, as required.
  9. Reports safety, sanitary and fire hazards immediately to supervisor.
  10. Reports issues to authorities as necessary, animal control, suspicious activity, etc.
  11. Research creates, inputs, formats, organizes, and edits relevant data as needed or requested and prepares it in a usable format for the Human Resources Director or his/her designees.
  12. Provides administrative support to Human Resources Director including, but not limited to preparation of presentations, budget, and communication to staff and community.
  13. Completes a high volume of computer work, using District computer programs, to input a high volume of data with speed and accuracy, including confidential data, in an environment with constant interruptions.
  14. Processes paperwork and salary schedules for extra duty contracts.
  15. Prepares various reports for Human Resource Director and assists in preparing reports and other data (state/federal reporting, leaves, etc.).
  16. Assists in budget and audit preparations in a timely manner, as requested.
  17. Ensures accurate and timely filing of payroll records.
  18. Drafts, distributes, and posts job vacancy postings and maintains job applications for classified, licensed, and administrative staff and online.
  19. Tracks and processes time-sensitive Employment claims.
  20. Assists with new certified and classified employee orientation.
  21. Tracks and inputs all employee leaves usage data and prepares in a usable format.
  22. Maintains teacher certification records and processes PEER forms for licensed staff.
  23. Maintains tuition records for certified staff.
  24. Maintains current contracts for SLEA and OSEA.
  25. Assists with contract negotiations and assists Human Resources Director with ensuring compliance with collective bargaining agreements.
  26. Organizes various meetings and takes minutes, as required.
  27. Appropriately maintains and secures confidential records and inquiries.
  28. Formats and completes special projects as assigned.
  29. Troubleshoots office machinery (copy, fax, postage meter, etc.) coordinating maintenance and supply inventory.
  30. Assists other office staff, as requested.

SUPERVISORY RESPONSIBILITIES
Directs (not supervises) the work of the Human Resources Administrative Secretary and HR specialist. All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.

QUALIFICATIONS

Education and/or Experience:

  • Associate's degree (A.A.) or equivalent from two-year College or technical school; or at least two years related experience with progressively responsible experience in executive support or equivalent combination of education, experience, and/or training. Prior successful experience working in a Human Resources position or in a school office/administration setting is strongly preferred.
  • Interpersonal Skills: Works well with others from diverse backgrounds. Focuses on solving conflict; maintaining confidentiality; listening to others without interrupting; keeping emotions under control; remaining open to others’ ideas and contributing to building a positive team spirit. Demonstrated ability to multi-task and work with staff, students and parents.
  • Language Skills: Ability to communicate fluently in English both verbally and in writing. Ability to effectively present information and respond effectively to questions in one-on-one, small group situations which include, staff, administrators, directors, and community members. Ability to read and interpret documents such as financial reports, legal documents, business periodicals, professional journals, procedure manuals, and governmental regulations.
  • Ability to write routine reports, procedure manuals, and correspondence. Ability to respond to common inquiries
    and/or complaints from staff, community members, regulatory agencies, and the business community.
  • Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, Ability to apply concepts of basic algebra and geometry.
  • Reasoning Ability: Ability to apply and solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Computer Skills: Knowledge of computer usage and ability to use District selected database software, accounting, internet software, e-mail, word processing, spreadsheet software. Ability to type accurately and proficiently.
  • Ability to obtain a valid CPR/First Aid card, Oregon Driver License, and bloodborne pathogen training.

PHYSICAL DEMANDS

The employee is frequently required to walk, stand, sit, use hands for fine manipulation, handle or feel and reach with hands and arms using a keyboard and video display terminal. The employee is frequently required to stoop, kneel, and crouch. The employee must regularly lift and/or move up to 15 pounds and occasionally up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, ability to adjust focus.
